Resource Planning
Analyzed the market for power purchases and sales for one of the largest U.S. utilities. Based on these analyses proceeded to negotiate purchase/sale/exchange agreements tailored to achieve maximum benefits to the parties. Analyzed the market for new gas-fired generation for a major gas supplier looking to enter the market. Analyzed the potential solar market in Kazakhstan for the European Development Bank, including a review of transmission requirements.
Deal development/contract negotiations/power purchases
Advised and negotiated power purchase contracts between many of the major utilities, independent power producers, municipal utilities, and Native American tribes across the U.S., Canada, and Mexico. Developed unique solutions to provide maximum benefit to all parties. Contracts have covered all types of projects, from hydroelectric, solar, wind, and geothermal to fossil fuels and nuclear. Developed and ran RFPs for renewable energy and purchase auctions for RECs.
Regulatory Strategy & Support
Developed a plan and supported a utility in conducting the first REC auctions in the Midwest. Developed a unique option for quick permitting of new facilities for a utility faced with unplanned closure of a nuclear facility. Developed and negotiated a unique regulatory pact which allowed sale and delivery of retail electricity from California sources to industrial facilities in Mexico’s Baja peninsula, and executed these contracts and delivered the power over a 3-year period. Testified as expert witness in various state proceedings and developed support for federal proceedings.
Generation
Experience in analyzing virtually all generation types- hydro, wind, solar, geothermal, coal, and gas-fired. Expert at comparing alternatives to understand tradeoffs, options, and price impacts.
Plant Retirement /Replacement
Developed a program for planning for decommissioning, demolition, and re-development of end-of-life power plants.
Transmission
Negotiated and filed interconnection tariffs. Dealt effectively with FERC and ISO requirements and protocol.
Retail Energy
Planned and implemented a retail energy program that provided electricity and gas commodities and energy efficiency programs to commercial, industrial, and government agencies. Directed over 100 employees and reached an annual net profit of $70 million.
Energy Efficiency/Demand Response
Conducted trend-setting research in energy conservation. Uncovered unique use patterns and equipment trends and used this information to shape utility programs. Developed algorithms used in over 100,000 energy surveys. Testified as expert witness. Conducted training programs for energy auditors.
Environmental Consulting
